Terry J. Moulton

Chief Military and Veteran Service Officer

Terry serves as TriWest Chief Military and Veteran Service Officer. He advises TriWest’s senior leadership team as they work to support the Department of Veterans Affairs’ Community Care Network (CCN) and TRICARE program market operations for the West Region.

Terry joined TriWest in 2020 after a successful U.S. Navy career, culminating his service as Deputy Surgeon General and Deputy Chief of the Bureau of Medicine and Surgery, Washington, D.C. In those roles he led an organization of more than 63,000 military and civilian staff in readiness preparedness and health care benefit delivery. He also served on the Military Health System Senior Advisory Council.

Terry has held numerous command leadership assignments, including as Commander, Navy Medicine East overseeing 19 commands throughout the East Coast and Europe. He served as Commander, U.S. Naval Hospital, Okinawa, Japan, the Navy's largest overseas hospital. Prior, he served as Executive Director for TRICARE Region 11, coordinating care between the direct care system and the managed care support contractor.

He had significant Pentagon assignments under the Secretary of the Navy, Chief of Naval Operations, and in the Surgeon General's Office.

Terry is a Fellow of the American College of Healthcare Executives and former Navy Regent.
