Terry J. Moulton

Chief Military and Veteran Services Officer

Terry serves as Chief Military and Veteran Services Officer at TriWest Healthcare Alliance. He oversees TriWest’s regional leadership teams as they work to support the Department of Veterans Affairs Community Care Networks (CCN) and the Department of Defense (DOD) TRICARE program operations for the 26-state West Region.

Terry joined TriWest in 2020 after a successful 37-year career in the Navy, culminating his service as Deputy Surgeon General and Deputy Chief of the Bureau of Medicine and Surgery, Washington, D.C. In those roles, he led an organization of more than 63,000 military and civilian staff in readiness preparedness and health care benefit delivery. He also served on the Military Health System Senior Advisory Council in support of the governance of the Military Health System.

Terry has held numerous Pentagon roles in the Navy, including the office of Secretary of the Navy, Chief of Naval Operations, and in the Surgeon General's Office. He had significant command leadership assignments, including serving as Commander, Navy Medicine East, overseeing 19 hospitals and clinics throughout the U.S. East Coast and Europe, Commander, Naval Medical Center, Portsmouth and Commanding Officer of the Navy's largest overseas hospital, Naval Hospital, Okinawa, Japan.

He also served as Executive Director for former TRICARE Region 11, coordinating care between the direct care system and the managed care support contractor.

Terry holds a master’s degree in business administration from Chaminade University, Hawaii, and a bachelor’s degree in health care administration from Western Kentucky University.

Terry is a Fellow of the American College of Healthcare Executives and former Navy Regent.
